It is a violation of Section 260.21 of New York State Penal law to tattoo minors under the age of 18, regardless of parental consent.
A $100 minimum, non-refundable deposit may be placed during the booking process. It comes off the final price of the tattoo the day of the appointment.

Make sure your skin is free from cuts, scratches, bruises, etc. Scars need to be at least a year old before they can be tattooed over. Tattooing over certain skin blemishes can cause unnecessary trauma to the area and affect your tattoo.
A rough sketch may be sent out upon request for larger pieces within a week of the appointment for adjustments. A deposit is required in this instance.
Of course it hurts, but it’s not as bad as you think! The feeling of being tattooed can be compared to cat scratches or scratching a bad sunburn.
For the most part I charge by the piece, however, larger pieces may be subject to my hourly rate of $150 since I won’t know how long they may take me.
